UAE ECAS COC Certification

Certification Overview

The Emirates Standards Authority (ESMA) was established in accordance with UAE Federal Law No. 28 of 2001 (UAE Federal Law (28), 2001), and is the sole national standards agency and certification body in the UAE. To effectively implement the UAE national standards, the ESMA's conformity assessment department has implemented a product safety certification system, known as the Emirates Conformity Assessment Scheme (Emirates Conformity Assessment Scheme, ECAS), which has been implemented since June 1, 2011.

According to the requirements of the ECAS plan, all controlled products must apply for and obtain a COC conformity certificate as a customs clearance and sales pass. ECAS certification not only covers safety but also encompasses safety tests, performance tests, functional checks, and hazardous substance detection, among other aspects that may be covered (but does not include wireless tests, which are controlled by TRA certification). Generally, ordinary electrical products only have safety test requirements, but air conditioners, refrigerators, washing machines, and lamps are also subject to EESL energy efficiency control and require energy efficiency tests. Lamps are particularly special, with four test requirements. Therefore, if controlled lamps are exported to the UAE, they must simultaneously complete the reports of the four test standards and apply for a COC certificate covering the four standards, complete EESL registration, affix an energy efficiency label, and then be able to smoothly clear customs and enter the UAE market.

Latest requirements of ECAS: Lamps are included in the mandatory scope of ECAS and EESL certification:

On December 31, 2013, the UAE issued the "UAE Cabinet Decision No. 34 of 2013", including lighting products in the safety and energy efficiency certification program, which is mandatory to be implemented by the Emirates Authority for Standardization & Metrology (Emirates Authority For Standardization & Metrology, ESMA) and issued ECAS COC certificates as the certification body.

1. As of July 1, 2014, un-certified lighting products are prohibited from being exported to the UAE;

2. As of January 1, 2015, un-certified lighting products will be prohibited from being sold in the UAE market. Controlled lamps include: incandescent bulbs (not less than 16W), strip fluorescent lamps, compact fluorescent lamps, halogen lamps, light-emitting diodes (LED), control devices for general lighting, general lighting fixtures.

Test items include: safety tests, performance tests, functional checks, and hazardous substance detection.

Product range

The electronic and electrical products subject to regulation include lighting fixtures, air conditioners, refrigerators, water heaters, adapters, electric irons, microwave ovens, washing machines and dryers, electric stoves, and other electronic and electrical products.

Application Process

UAE Energy Efficiency EESL Certification

Certification Overview

On April 13, 2011, ESMA implemented the National Energy Efficiency and Protection Plan (EESL). According to this plan, ESMA began to include air conditioners, washing machines, refrigerators, and lamps in the scope of EESL regulation in 2011. All products within the regulated scope must pass product testing to register for EESL, complete EESL registration and affix energy efficiency labels (as shown in the figure below), before they can enter the UAE market.

Regulated Products

Air conditioners, washing machines, refrigerators/ice boxes/refrigeration and freezing boxes, lamps.

Application Process

Product obtains ECAS certificate (precondition for EESL application) - E-You laboratory testing - E-You submits the energy efficiency test report to the system registration - ESMA evaluates the documents, and after no issues, completes the registration and generates the filing.

Notes for Attention

1. The prerequisite for applying for EESL registration is to have an ECAS COC certificate. If not, both EESL and ECAS registration need to be applied for simultaneously. Additionally, EESL registration is a component of ECAS because ECAS also regulates energy efficiency. For example, if only the ECAS COC certificate is available and there is no EESL registration, the product cannot be sold in the UAE.

2. The holder of the conformity certificate must be a legally registered company in the UAE. During the application process, a registration certificate needs to be provided.

3. The validity period of both the COC certificate and the EESL certificate is one year. Renewal can be applied for one month before the expiration date.

4. The COC certificate can accept a series of models, but the EESL energy efficiency registration is for a single model. The energy efficiency report must also be based on a single model.
