Introduction to Certification

Since March 17, 2003, the Public Authority for Industry (PAI) of Kuwait has implemented the International Conformity Certification Program (ICCP), conducting conformity evaluations and confirmations for imported products from Kuwait. All controlled products must obtain a conformity certificate (CoC, Certificate of Conformity) issued by the authorized agency of PAI before entering Kuwait, in order to pass customs clearance.

On June 17, 2006, PAI revised the original ICCP program into the Conformity Assurance Scheme (Kuwait Conformity Assurance Scheme, KUCAS), and on September 1, 2006, the pre-shipment testing method was abolished.

Controlled Products

They mainly include five categories: electronic and electrical products, automobiles, chemicals, building materials, and others.

Application Process

Customers can obtain customs clearance documents (CoC certificates) in two ways based on their own circumstances. However, to reduce export risks, most customers choose the method of applying in the exporting country.

1. Destination Country Application:

1) Simple Process: Sampling test at the port of arrival ---- Inspection ---- (If necessary: Apply for TEC certificate) ---- Apply for CoC clearance.

2) After the product arrives at the Kuwaiti port, the Public Authority for Industry PAI conducts a full test at the port. After the test is completed, PAI conducts a technical inspection (Technical Inspection) of the product. PAI reviews the test report and inspection report, and if they are fully in compliance, it issues a conformity certificate (CoC) for customs clearance.

Note: For cases with high shipment frequency, based on the test report, customers can apply for a technical assessment certificate (TEC, Technical Evaluation Certificate). The validity period of the certificate is based on the test report, and it is valid for 2 years from the date of issuance. During the validity period, customers do not need to submit the test report for each shipment, but only need to provide the TEC certificate.

2. Export Country Application:

1) Simple Process: Sampling test at the port of arrival ---- Inspection ---- (If necessary: Apply for TEC certificate) ---- Apply for CoC clearance

2) After the product is in the exporting country, the qualified laboratory in the exporting country applies for testing. After the test is completed, the qualified inspection agency in the exporting country applies for pre-shipment inspection PSI and obtains the technical inspection report TIR (Technical Inspection Report). PAI reviews the test report and TIR inspection report, and if they are fully in compliance, it issues a conformity certificate (CoC) for customs clearance.

Note: For cases with high shipment frequency, customers can apply for a technical assessment report TER (Technical Evaluation Report) certificate based on the test report. The validity period of the TER certificate is based on the test report, usually 3 years for CB reports and 2 years for other IEC reports. During the TER validity period, customers do not need to submit the test report for each shipment, but only need to provide the TER certificate.
